The economic citizen<\/strong> is defined as a socially integrated<\/strong> individual<\/strong> that owns assets, pay taxes<\/strong> and has access to goods and services directly related with her overall wellbeing<\/strong>. The public<\/strong> and private<\/strong> sector are held accountable for the provision of the widely recognised as the common goods<\/strong> that for the economic citizen do include education<\/strong>, justice<\/strong>, energy<\/strong>, food<\/strong>, water<\/strong>, housing<\/strong>, financial services <\/strong>and social inclusion<\/strong>.<\/p>\n

It is through the economic citizenship, that every individual with their work<\/strong> and effort<\/strong>, without the paternalistic dependencies of \u201cDaddy State<\/strong>\u201d, can accomplish the opportunity<\/strong> and ability to fully exercise their civic rights<\/strong>, social<\/strong>, political<\/strong> an economical<\/strong> as full citizens, i.e., as free citizens<\/strong><\/p>\n

On the other hand, the axis poverty-inequality-exclusion<\/strong>, give shape to the trident pushing the citizen to feel, with all the logic, as a second class individual<\/strong> that losses her rights<\/strong> and conditions to be and identify herself as an economic citizenship<\/strong>. We may convene that the primary source of this loss of identity<\/strong>, particularly in the advanced economies<\/strong>, can be ascribed mainly to the lack of continued and decently paid jobs<\/strong>.<\/p>\n

For this reason, it is that be a second class citizen <\/strong>involves the difficulty, if not the impossibility, to get access to the universal basic services that the economic citizen enjoys, precisely thanks to her quality of such. The small entrepreneur<\/strong>, and not least the housewife<\/strong> with their unpaid work<\/strong>, not valued in economic terms and therefore not included as part of the national gross product<\/strong> (GDP), also do not escape to this bitter<\/strong> feeling.<\/p>\n

Thus, the concept of economic citizenship comes here to offer a reflection framework<\/strong> for the formulation<\/strong> of investment<\/strong> and public spending<\/strong> policies<\/strong>, equipped with strategies<\/strong> providing efficient and effective responses with the ultimate objective<\/strong> of eliminating the root causes<\/strong> that generate inequality<\/strong>, poverty<\/strong> and exclusion<\/strong>.<\/p>\n

A full economic citizenship entails a fundamental factor to achieve and maintain the rootedness<\/strong>, cohesion<\/strong> and stability<\/strong>, that is, the sense of belonging<\/strong> that every advanced democratic society<\/strong> must secure<\/strong>, stimulate<\/strong> and guard<\/strong>. The economic citizenship in a broadly sense, complements and reinforces the development of the political citizenship<\/strong>. Both set up the democratic citizenship<\/strong> as it is understood by societies governed under comparable principles of democracy.<\/p>\n

It is key<\/strong> that the formulation process of public policies<\/strong> address the inclusion and protection<\/strong> of the individual in her economic citizenship character, favouring<\/strong> the ownership and enjoyment of property and rights<\/strong> and making her accountable<\/strong> to the contribution to the state\u2019s obligations<\/strong>. All this should be a political commitment<\/strong> of the highest priority in the configuration of the agendas<\/strong> of public authorities<\/strong>, political parties<\/strong> and the society<\/strong> in general.<\/p>\n

However, investing more public resources<\/strong> on the deepening<\/strong> of the economic citizenship in exchange of more taxes<\/strong> should not be the easy formula<\/strong> to choose from. Spending less<\/strong> and more wisely<\/strong> with the requirement of fair<\/strong>, equitable<\/strong> and non-confiscatory<\/strong> taxation<\/strong>, should be the way forward, while at the same time, public authorities<\/strong> do recognise their moral obligation<\/strong> to progress in the development of a full economic citizenship<\/strong> of the XXI century<\/strong>.<\/p>\n
