Following the discussion outlined in the first part of this article, we propose here some reflections that elaborate further on the idea of the citizen<\/strong> as an informed economic agent<\/strong>. An agent who takes decisions to solve <\/strong>the choice <\/strong>and optimization problems<\/strong> she faces on her daily affairs. Such situations do not emerge without obstacles<\/strong> -and as we see in our advanced societies-, very often become insurmountable barriers originating social exclusion <\/strong>and poverty <\/strong>and preventing the individual\u2019s progress towards the completion of his full citizenship<\/strong>.<\/p>\n

The capacity of the economic citizenship entails economic independence and security<\/strong> built upon the contributions of \u201creal\u201d jobs and wages<\/strong>, home ownership <\/strong>and affordable leases<\/strong>, health services<\/strong>, education<\/strong>, justice, decent pensions<\/strong> and retirement relief<\/strong>. All these are attributes that a modern democratic state<\/strong>, has the duty to protect <\/strong>and stimulate<\/strong> under the rule of law<\/strong>.<\/p>\n

The other side of the coin are the negative externalities<\/strong>, such as poor working conditions<\/strong>, environmental damages<\/strong>, education flaws<\/strong>, or the violation of human rights<\/strong>. These are factors<\/strong> leading to poverty and social exclusion<\/strong> that impede the harmonious development of the economic citizen<\/strong>. Neglecting policy actions<\/strong> to mitigate such externalities would entail the granting to populist<\/strong> and totalitarian regimes<\/strong>, of the staple food that nourishes their reason to exist. For these regimes the ideal<\/strong> of inclusion<\/strong> and wellbeing<\/strong> of the citizen as an economic agent<\/strong> that reaches her status through hard <\/strong>and decent work<\/strong>, with equitable laws<\/strong> and fair taxation<\/strong>, does not fit into their agendas<\/strong>. On the contrary, their political action<\/strong> is based on the permanent alienation<\/strong> of the individual, thus eliminating<\/strong> their basic freedoms<\/strong> and keeping the statu quo<\/em> of a citizenship <\/strong>\u00abhostage<\/strong>\u00bb of the government; a second-class citizen<\/strong> that in exchange<\/strong> for false<\/strong> and delusive promises<\/strong>, surrenders<\/strong> the most precious of all human beings: their freedom to be and exist<\/strong>.<\/p>\n

Education<\/strong>, considered as an investment<\/strong> not expenditure, sustainable in the long term<\/strong> and whose objectives<\/strong> are shared<\/strong> and promoted<\/strong> by the civil society<\/strong> and public authorities<\/strong>, will be the lever that fosters the development of the economic citizen condition<\/strong> that we advocate. Within education, the component of financial literacy<\/strong> should be a curricular constituent<\/strong> from the primary school<\/strong> up to university level<\/strong>. Financial literacy <\/strong>should enhance the capabilities <\/strong>of the individual as homo oeconomicus<\/em><\/strong> by advising him through the intricacies of choosing <\/strong>and optimizing<\/strong> his finance<\/strong> related decisions<\/strong> that influence the accrual of economic security<\/strong> and wellbeing<\/strong> throughout his life<\/strong>. A citizen reasonably educated<\/strong> in the economic <\/strong>and finance space<\/strong>, tends to undertake better decisions<\/strong> in the allocation of financial resources such as savings, investments or loans.<\/p>\n

The lack<\/strong> of economic<\/strong> and financial education<\/strong> often leads the individual to ignore<\/strong> the value<\/strong> of money<\/strong>, savings<\/strong>, the meaning <\/strong>of financial risks<\/strong>…that ultimately converge into sources<\/strong> of legitimate social<\/strong> unrest<\/strong> arising from situations of bankruptcy<\/strong> (losses<\/strong> of savings<\/strong>, employment<\/strong>, the company<\/strong>, property evictions<\/strong>) and its derivative to the point to \u00abother\u2019s\u00bb fault: criminal bankers<\/strong>, dependent judges<\/strong>, corrupt politicians<\/strong> or racketeers<\/strong>.<\/p>\n

Let\u2019s then invest<\/strong> into the foundations<\/strong> that strengthen the individual wellbeing<\/strong> and enable the society<\/strong> to be increasingly more inclusive<\/strong>, richer<\/strong> and freer<\/strong>. With this in mind our societies<\/strong> shall be better empowered to promote<\/strong> the full economic citizenship<\/strong> as an agent<\/strong> of social integration<\/strong>, justice<\/strong>, liberty<\/strong> and democratic political participation<\/strong>.<\/p>\n
